Any repair or fettling taking place later than this has a substantially increased risk of going terribly, horribly, dreadfully wrong. Replacing bar tape will result in severed brake cables, spoke tensioning will result in pringled wheels, etc. The only exceptions are emergency repairs carried out while on a ride that is not due to finish until later than this time.
